Mobile electronic signature

The mobile e-signature allows identifying the signatory and ensures authenticity of electronic documents thus signed. With BITĖ’S mobile e-signature you can connect to third party information systems securely and conveniently and sign documents electronically on your mobile phone.

The service of mobile e-signature

A customer willing to avail himself of this service, in the first instance needs to conclude an agreement on e-signature service. After that the customer will be issued a special SIM card with installed secure cryptographic modules and two digital certificates:

  1. Connection certificate secured by a PIN code of 4 numbers. It is used for connection to the Internet systems, for example, to e-bank, and to identify in electronic manner the signing person;
  2. Signature certificate secured by a PIN code of 6 numbers. It conforms to the requirements of a qualified certificate of class three and is additionally protected from security gaps when signing documents of up to LTL 100,000 value. This certificate is also used to sign agreements and other documentation in electronic manner.

Digital certificate is an electronic equivalent of a personal identification document which can be used as a proof of your personal identity or of the right to access the necessary web-based information.

How to order the e-signature service of BITĖ

A customer willing to order the service of e-signature has to arrive personally to BITĖ outlet and sign the Annex on BITĖ E-signature Service to the Mobile Communication Agreement and the Application for Issuing a Qualified Personal Certificate.

A minimum term for which the electronic signature service can be ordered is 2 (two) years.

A customer arriving to BITĖ outlet must have a passport or ID card.

BITĖ business customers willing to conclude the e-signature service agreement must furnish the authorisation issued by the company’s manager to conclude the e-signature service agreement. The authorisation must be approved by the company’s seal and printed on the original form of the company.

Having concluded the agreement, your old SIM card will be replaced by a special E-signature SIM Card. Be sure to copy your address book data from the SIM card into your telephone before that.

Electronic Signature Service Agreement can be concluded at the all outlets of BITĖ.

Service price

A monthly price of the mobile e-signature service is LTL 0.83 (VAT exclusive) per month. This amount will be credited to the mobile communication account of a natural or legal person. The service activation fee is 12.40 Lt (VAT exclusive).

Businesses which sign a contract before 1 January will not be charged the service activation fee.

Public institutions which sign a contract before 1 January will be charged neither the activation, nor the monthly service fee for the entire contract period.

The customer can make an unlimited amount of transactions (both connection and signature are calculated as transaction) per month. When the service is used abroad, each connection or signature is charged extra as SMS message at respective roaming rates.

Electronic service for mobile signature users

Signing documents on Sodra’s EDAS system

The e-servicing system for insurers (hereinafter referred to as EDAS) enables insurers to provide social insurance reports and applications and obtain information from the Sodra database electronically. EDAS offers 3 basic e-services for insurers:

  • submitting electronic SI reports;
  • submitting electronic applications;
  • retrieving information from the Sodra database.

STI E-declaration System

The Electronic Declaration System (hereinafter referred to as EDS) enables natural persons and corporate entities to submit taxing documents electronically.

A person or entity which has submitted the tax return in electronic form is not required to supply a printed hard copy. An electronically submitted tax return has the same legal effect as the one signed and submitted in the conventional way.

Benefits of using EDS:

  • You can complete and submit tax returns at any time of the day;
  • You don’t have to visit the local office of the county state tax inspectorate (AVMI) to submit printed copies of tax returns;
  • You get convenient tools for completing and checking your tax returns and the functionality of on-line completion or e-mailing;
  • You’ll get a prompt electronic notification on the outcome of accepting the tax return or errors (inconsistencies) found in them;
  • After submitting a correctly completed tax return in electronic form, you can enjoy a faster refund of income tax or of overpaid VAT.

E-government Gateway

The portal for public e-services E-government Gateway is where users get access to different electronic public services in a fast and time-efficient way.

The following services are already available:

  • The residence declaration service;
  • E-services of Vilnius and Kaunas municipalities;
  • Service of ordering criminal record certificates;
  • Checking information on your State Social Insurance;
  • Checking the amount of provided health care services and of prescribed medications;
  • Ordering of a certificate on own entries in the Civil Register of the Republic of Lithuania;
  • Obtaining own data in registers managed by the Central Mortgage Office once annually without charge;
  • Issuance of construction-related documentation;
  • Electronic submission of documents to the Communications Regulatory Authority of the Republic of Lithuania;
  • Submission and issuance of documents of the State Food and Veterinary Service.

The portal offers information to residents, businesses and other parties concerned.

Centre of Registers Customer Self-service

Self-service of state enterprise Centre of Registers offers the following services:

  • Real Property Cadastre and Register:
  • Viewing the list of properties owned by you or by your company;
  • Buying online the electronic copy of the registry extract on any of the properties owned by you or by your company;
  • Viewing the event list of any register;
  • Subscribing receipt of register events or register reviews to your e-mailbox.
  • Register of Legal Entities;
  • Retrieving basic information on the specific legal entity (name, code, address, etc.) up to 100 enquiries per day;
  • Buying the register extract for the specific legal entity/-ies (service is charged).

Electronic Service System for Residents (EGAS)

After connecting to the Electronic Service System for Residents (EGAS) you can:

  • connect to the Residents area;
  • complete electronic requests, including when you are required to sign them;
  • obtain information about reckoned and paid out benefits, insurance periods, insured income, etc.

To connect to the Resident Area, open section "Resident Area" in the Public Area of the Residents Portal. From the list of connection modes select UAB Bitė Lietuva. Handling System for Electronic Certificates (EPTS)

After connecting to the Handling System for Electronic Certificates, you can:

  • issue and handle sickness certificates;
  • issue and handle pregnancy and confinement leave certificates;
  • generate reports;
  • handle opinions of consultative panels of doctors.

Signa Web document signing service

Signa Web service can be used to:
Sign electronic documents. Signa Web allows signing the whole document or its individual elements.
Validate signed ADOC documents, review their structure and validate signatures and data signed using signatures.

The SDOC format used by Signa Web conforms to specification ADOC-V1.0 of the Electronic Document signed by the Electronic Signature approved by the Lithuanian Archives Department under the Government of the Republic of Lithuania.
